What do I do if my PC crashes and I want to use safe mode, I know its F7,
but what should I do next ?

It's F8 to show the startup menu, select safe mode (with networking if
required).
You didn't specify an operating system. In Windows 2000, the time to press
f8 is the black screen with the white progress bars across the bottom.

That would be F8, then you may uninstall the bad program.
