That is TOTALLY against the law in most, if not all, states and
territories. For example:

Drinking water to be available free of charge where liquor served
86F Drinking water to be available free of charge where liquor served
A licence (other than an off-licence) is subject to a condition that
drinking water must, at all times while liquor is sold or supplied on
the licensed premises, be made available free of charge to patrons at
or near the point of service at which, or by the same means of service
by which, liquor is sold or supplied on the premises.

made available free of charge to patrons at or near the point of
service at which, or by the same means of service by which, liquor is
sold or supplied on the premises.
(2) In this clause and in clause 35B:
"licence" and "licensed premises" have the same meanings as they have
in the Liquor Act 1982 , as applied by Schedule 5 and modified by
Schedule 6.

Drinking water to be available free of charge where liquor served
50B Drinking water to be available free of charge where liquor served
The certificate of registration of a club is subject to a condition
that drinking water must, at all times while liquor is sold or supplied
on the premises of the club, be available free of charge to patrons at
or near the point of service at which, or by the same means of service
by which, liquor is sold or supplied on the premises.

| Is this true for QLD? I have heard of this only being true for NSW. I ask
this because The Family nightclub in Fortitude Valley - Brisbane won't
supply water, they only offer the small 400ml? bottles for $4 each. They
also heat the tap water in the bathrooms so it's not even worthwhile
splashing your face with it to cool down.
