Obviously they can't control where they are born. As they grow in
life, they can make choices like joining gangs, dropping out of
school, using illegal drugs. Or, the can chose to stay in school, not
join gangs & stay off the crack pipe. Obviously these concepts are a
bit beyond your critical thinking ability.
