Incorrect - Costa is going the same way as his predecessor (to Roads and
Ports) and Scully in turn to Police.

Dr Evil got the new portfolio of "roads, economic reform and ports."
Maybe he will apply the same economics to roads as he did to rail and
close a few freeways. But I suspect the attack dog style will be used to
push through Carr's policy of expanding Pts Warratah, Kembla and Botany
and closing everything west of the bridge.
