 | Yes, and Yes.
First question: you can simply crop them out. In 2-D you do this with the Crop Boundary, in 3D it's with the section box. Or, in 2D, if you have a Topo in your drawing it will hide anything below the ground level that's beyond the cutline (i.e. in the ground).
Second question: If you go into Advanced Model Graphics, you'll see that within the settings for location/date or sun location there is an option to set the shadow/rendered groundplane to be any level within your project. So you could set it to a different level so it's higher or lower within a 3D view. However, that's not really that true-to-life, so to speak, so I usually draw in a quick topo surface or floor to make the ground plane instead so I've got real control over it.
