Guys, I wasn't kidding about "forever." Does Google have a contractual
obligation to back up these files, and if so, for how long?

At this point, gmail is still in beta, and they charge nothing for it.
I am not a lawyer, but it seems to me that they have no contractual
obligation whatsoever to their users. They don't even have an
obligation to continue to deliver service to you as an official
product, much less back anything up forever.
