That is as expected; it is IMPLICITLY defined VSAM-managed SAM files
that get (by default) defined with the REUSE attribute, which will then prevent
the expansion to 123 extents.

I understand now that the reason we don't see more than 16 extents per
volume is because we exclusively define these files *implicitly* in JCL.
Unfortunately, we have now disk manager. This is our "poor man's disk
manager" -- VSAM managed SAM.

I appreciate everyone's great comments. I've learned a lot! This list is
great!
