Japan's Fair Trade Commission said yesterday it had reached a preliminary bilateral information-sharing pact with Canada, underlining Japan's efforts to strengthen international co-operation in fighting international cartels.
If the accord is finalised by the end of this year, Japan and Canada will notify each other of enforcement activities and may request investigations of companies suspected of anticompetitive practices.
Japan's Fair Trade Commission has already forged similar pacts with the US in 1999 and with the European Union in July 2003. But the FTC's efforts at home to strengthen competition law have met resistance from members of the ruling Liberal Democratic party and Keidanren, the business lobby. Though the FTC was fighting to have anti-monopoly legislation passed by the end of last year, the bill was shelved. But it is hoped it will reach the floor of parliament in the current session, which opens tomorrow. Mariko Sanchanta, Tokyo
