Determinate the file format by using some tool ...
Mostly, it's a firmware image or CD image. Try burning it with Nero or opening with virtual disk tool like Alchocol, Virtual Drive or similiar...

 | magmike... The .bin is a binary file... many applications and data-bases use them... if the file is large <100mb chances are its a binary image to be burnt to cd.. (most .bin files have a corisponding ..cue file with them) you can use Nero, EasyCD or Alchol20%...hope this helps
