 | We need to determine what the right approach is to create a bilingual website that can be viewed by users in either English or French. What are our options? The fallback plan would be to create two separate websites (one Engligh and one French) but maintaining both would be cumbersome and error prone. The hope is that there is an approach that allows the creation of one single website that can "toggle" between displaying in either English or French. Is there anyone else who has run into this issue?

 | Are we talking the old Stellent or the old Optika?
I know about the old Optika system. But off hand I can't remember if it's setting is by user or by site. I think it's by site. If so, that would be major re-work to make it switch for different people. I think you're better off with two sites. I'm not sure what you mean by maintance since there isn't anything to maintain on the webserver (which makes me think you're talking about the old Stellent.)
