Can anyone tell me what this font is:

It's from a screenshot of the program Reflection-X, which is a Unix
shell for Windows. It must draw from the Windows font database, but I
don't have the font and unfortunately I don't have access to the
source system to check.

Any sleuthing appreciated!

Could be a version of Bitstream's Monospace 821

Possibly Helvetica Monospaced (I can't find a sample of that one)
There is an Arial MT Monospaced but there are differences.

Most definitely NOT any kind of OCR font.

I'd have to agree. According to MyFonts Linotype 'Helvetica Monospaced'
= Bitstream 'Monospace 821':

In your sample, the characters look wider though. URW++ 'Nimbus Sans' is
slightly wider and according to MyFonts in the same family-tree as both
previously mentioned fonts, but it has different character shapes (e.g.
a horizontal bar on the uppercase "J").

Didn't Bitstream and/or URW++ do a series of GPL-licenced fonts for use
in certain *nix distributions? Perhaps it's among those.

Nothing more than my 2?...

Its definitely and OCR font , but exactly which I don't know
