Is somewhere shared web hosting based on lisp? Or it is some kind of since fiction?
I know that User Mode Linux is a choice, but I would expect to spend less than 20 USD per month for really small project.

How about $17.50CAD a month? that's about 10 bucks US. If it is a small project and not very memory hungry, we have no problem hosting it at that price.
