 | I have to send out a booklet made in InDesign to be printed in a foreign factory so I can not communicate with their print guys. I figure the most painless way to do this is to send them a pdf prepared with all the printer's marks. But since they won't have the native file, I'm worried that it will be difficult to impose. Should the pdf be sent with reader's spreads off so its viewed as separate individual pages?

It doesn't matter. If you can't communicate with the printer you're f*ck'd. No matter what you do, there will be a problem.
It's the law.

 | Send them a hard copy with pages in position just to be sure.

That should be fine.

There's no reason it should be.

If you're referring to the default view settings of the PDF file itself -- that is, whether Acrobat displays the PDF as facing pages or not -- that doesn't matter in the least.
