Technologics TS7200 TS7250... http://www.embeddedx86.com You only need to buy the board, it comes with a cross-compilation tool chain for an I386 dev box and for Windows (under some sort of GNU compatability stuff - I don't do Micro$oft). There is also a TAR ball of a fairly complete Debian ARM developement system which can be run from a CFDISK or with tweaks from an NFSRoot setup. It depends on what you mean by cheap.
