There was thread on here a month or so ago that had a link to a webpage that
told you what you could do on your home as far as mains power installation
goes, it said you could do everything from the switchboard forward but you
needed a electrician to inspect the work. I would really appreciate if
someone could provide the link again I have not been able to find it via a
google websearch or searching the newsgroup archives, I thought I would be
able to find it in the newsgroup archive as I posted to this thread and
could remember a couple of keywords I said but no posts at all show up when
I do this search for some strange reason, I am beginning to wonder if this
newsgroup is properly archived as I have had similar trouble before.

The law applying to electrical work provides three mechanisms under which
unlicensed workers may do electrical work.
a.. work which is not prescribed electrical work;
b.. work which may be done provided no payment or reward is given for that
work;
c.. work which may be done by the owner of a domestic installation or by
the owner or relative of the owner of an electrical appliance
In general, these three provisions allow the public to carry out simple
electrical work which does not involve significant safety risks or work on
their own equipment (appliances) or household wiring. In the latter two
cases, the work must be carried out in accordance with instructions issued
by the Ministry and where new electrical wiring is involved, the work must
be inspected by a licensed electrical inspector.

For details on the range of work that may be carried out, refer to the
Electricity Regulations 1997, Regulations 17 and 17 (2), 47 and 48.

Note: The legislation also provides for persons to carry out electrical work
under the supervision of a registered person or an employer licence holder
and for other tradespersons, trainees and 'qualified engineers' to carry out
prescribed electrical work under certain circumstances.

Following extracted from regulations document : -
47. Home-owners' electrical wiring work

(1) For the purposes of section 110 of the Act, any person to whom

that section applies may do or assist in doing the following work on

low voltage electrical installations:

(a) Remove and replace any of the following kinds of fittings where

the work does not involve work on any switchboard:

(i) Switches:

(ii) Socket outlets:

(iii) Permanent connection units:

(iv) Light fittings:

(v) Batten holders:

(vi) Cord grip lampholders:

(vii) Ceiling roses:

(viii) Flexible cords connected to any permanent connection

unit, ceiling rose, or cord grip lampholder:

(ix) Water heater switches:

(x) Thermostats:

(xi) Elements:

(b) Remove and replace fuse links:

(c) Connect and disconnect fixed wired appliances:

(d) Relocate existing switches, socket outlets, and lighting outlets

that are supplied with electricity by tough-plastic-sheathed

cables:

(e) Install, extend, and alter subcircuits (including submains),

provided that-

(i) The person must not enter (whether personally, by holding

any material or equipment, or otherwise) any enclosure where

live active conductors are likely to be present; and

(ii) The work is tested by a registered electrical inspector,

in accordance with NZS 3019, and the work is certified by that

inspector in accordance with regulation 39, before being

connected to a supply of electricity by such an inspector.

(2) A person who carries out work pursuant to section 110 of the Act

must carry out the work in accordance with the requirements of ECP 51.

48. Maintenance of domestic appliances

For the purposes of section 111 of the Act, the owner of any

electrical appliance may do any prescribed electrical work, or assist

in doing any prescribed electrical work, in relation to that appliance,

provided that the work is carried out in accordance with the

requirements of ECP 50.

Thanks a lot for that but the link I was referring to was different to this
one, it was like an information sheet that the government puts out for
consumers.
