This web cam, located somewhere in Asia from a guess, provides an ever
changing view with plenty of people and scenes in it.

http://219.117.243.105:8080/MultiCameraFrame?Mode=Motion&Language=1

Found via inurl: searech via google.

Good bandwidth as well. Wonder if they know it is publicly accessable?

Try changing the '1' on the end as well - to 2 through 4

You mean one *needs* a good bandwidth as well. The scenes are thrown out
faster than a baseball palyer pitching.

Change the url so language=0, it makes more sense then. You are looking
through a rather nifty Panasonic network camera, there seem to be heaps
of these publicly accessible, but the setup page *is* password protected.

Click on item 2 - Single camera and you get to control it - pan/tilt
etc. You can even change the resolution and clarity.

For example:
http://219.117.243.105:8080/ViewerFrame?Mode=Refresh&Resolution=640x480&Quality=Clarity&Interval=30&Size=STD&PresetOperation=Move&Language=0

Now - where is the camera?

Here's a slow one, but with zoom and autofocus but no lights on yet:

No, I've checked - the default is *no* authentication, so any cameras
that are accessible but have some features requiring authentication are
deliberately set up this way.

These cameras look quite nice - about US$250 or so on Amazon at present.
