Not sure what you mean here. You can of course set the history to 0, or clear the history (from Delete private data).
As far as the cache (which actually sounds more like what you described in the title), I'm not sure. There should be a way for the webmaster to invalidate the page on unload so that Opera has to reload the page when you use Back - but obviously that would be something the site owner is more interested in. Once you shut down Opera, any generated content is lost anyway - but you can also set Opera to empty the cache on exit. I'm not a web designer and can't say what features are actually available.

There are header options like 'must-revalidate' that Opera supports, but I'm no expert on this matter.
I don't think we need an option for this on the user side. I'd much rather have an option to perform all the chosen 'Delete Private Data' actions each time I exit Opera.
