That depends on the device. Unknown URL schemes are usually defered to the operating system, which has to decide whether it supports it or not.
You can enable them manually on the desktop version by selection Tools - Preferences - Programs and paths - Add.

Then, on the PC, it would be a good idea for someone like Skype to implement tel: and wtai:. Or for Microsoft to implement the same protocols for their Phone Dialer and Address Book.
