If you want to run a PostgreSQL database server on your computer then yes, if you only want to connect to PostgreSQL servers running on other computers then no.

The stand-alone pgAdmin III installation from pgAdmin.org does not include PostgreSQL 8. But the PostgreSQL 8 installer includes pgAdmin III. If you look in your start menu and don't see PostgreSQL, then yes, I suspect you need to install it.
