INS misses at least 50% of illegal aliens who are in state prisons. INS misses 100% of all illegal aliens released on bail - they simply disappear. Every year the entry visas of thousands of foreign students expire An order removal is sent - it is called a "run letter" 87% of illegal aliens who get these letters run 94% of students from countries linked to terrorism disappear after their visas expire. Accused felons are supposed to be tried in federal court because immigration violations are federal crimes. If guilty, they are supposed to serve time in jail and then be deported. However, if the illegal alien has almost any kind of ID - nothing fancy a drivers licnese or social securtiy card -he willl be placed in the state of local jail facility and tried in state or laocal court. After jail time, he will be released back into the community. One of a Probatiion Officers Clients was a student who told interviewers he knew nine of the nineteen 9-11 hijackers. His student visa had expired years before. He had been convicted of social security fraud. He had been reported to the FBI. He had been ordered deported by the court.
