Since the first two sets on Kryptos consisted of 100 character blocks
which were decyphered using blocks of ten by ten. For me at least, 97
seems really close to 100, so would the solution to solving the fourth
set be found after finding the last three letters?

Coincidentally, the mispelling errors in the final solutions of parts
one and two involved three letters. Iqlusion and undergruund are the
two words. So, is it possible that the last three letters of part four
were intended to be "quu"?

Not so.
