Is it something in a solvent that fills in a scratch with a clear
material with a refractive index that matches that of the lens? What
about the excess that coats the non-scratched area, does it spread
itself reasonably uniformly?

I would like to see something for automobile windscreens, that would
fill in the very small sand pits that accumulate over time.

That is my understanding, but I doubt it is a great match given Marc
Reinig's response. Even water (if you could get it to stay in place)
helps, and it's index is 1.33 vs. 1.5 for a typical glass.
Not sure about your other questions.

If you have very slight abrasions on your glasses, it helps. But, it does
little for real scratches.

They have kits for doing that already, and the compound probably is
similar.
