Newsgroup Creation Procedure for sdnet.*

The person wishing to create a new newsgroup should go through the
following steps.

1. Think what it is you wish to propose. What are your goals for this new
newsgroup. Is there another sdnet group similar in nature that covers the
proposed new group? Some of these issues may come up in the discussion
process.

2. Propose the new newsgroup in an article posted to the group
"sdnet.config". This article can also be posted in sdnet.general and any
other sdnet group that maybe effected or have interest in the discussion.
Thus alerting the public to this discussion. If cross posted, set follow
ups to: sdnet.config.

The proposing article shall include:
- The proposed name (or names) for the new group.
- The proposed "one-liner" for for the LIB/newsgroups file. This is not
mandatory
- A brief description of the purpose for the new group, intended audience.
A general summary of what the group is for.

3. Discussion should take place in sdnet.config, to reach consensus. The
discussion process is where you will try and reach a consensus, take in to
account any suggestions, objections that have been raised.

4. If any objections take place, the discussion process will allow us to
work out these objections. If no objections take place, then it will be
more up to just showing support for the new newsgroup.

5. In order for the new newsgroup to be created it will have to pass the
following:

a) No objection with good cause (this can be work out in discussions)
b) A minimum of 6 different people showing interest, support for the new
newsgroup.
c) A minimum of 7 days must pass after the initial proposal.

Once the above conditions are meet, the new newsgroup will be created.
However, by following the above procedure, it will not guarantee your
newsgroup will be created since the final decision will depend upon the
sdnet.* administer.

If your proposal does not get any or little support from the community,
the proposal will still be open. However, it will be suggested you
re-think your proposal perhaps re-write it and more importantly re-think
whether or not your proposed newgroup has a audience (is really needed and
will be used). What we are really looking for is: a purpose, a need to
create it.

It would be my suggestion that a minimum of two newgroup booster messages
be sent out followed by a checkgroup message.

Anyone wishing to declare a newsgroup "dead" and propose the removal of a
given newsgroup may consider the above procedures as a guideline as well,
i.e. If the group(s) are dead, one will have to show objection with good
cause and will need to show at least 6 different people who want/will use
the group.

Note: After I announce I have created a new newsgroup please do the
following if you do not see the new newsgroup within a couple days of
the announcement:

1) First, in what ever news reader client you are using check for "new
newsgroups, refresh new newsgroup command".

2) Second, if you still don't see the new newsgroup then send a polite
note to your provider requesting they add the group. In this note you can
also inform them to contact me (William Kronert,
wkronert at sunstroke.sdsu.edu) if they have questions.

3) If your providers response suggest there is a problem then either
contact me via e-mail and/or post a note to sdnet.config BUT please go
through the first two steps above prior to this. One thing to remember,
your provider has every right to deny or take any newsgroup(s) it wishes.
The upshot is, there may not be anything anyone can do if your provider
does not want to add a given newsgroup.
