I concur with two of the other respondents (sp?). A) TJ-hungryhiker is the very best english-language source of independent Tijuana restaurant reviews online. Hands down. B) La Diferencia is indeed a good "find." Cien aņos is no weak choice however.
Palma Azul is more for atmosphere (Baja cave paintings motif) than the food quality/value. If you're interested in such, just go for coffee and dessert.
