Could you explain the rule? I think somebody told me it's called a Rube. Why would you name something a Rube? Anyway when you kick a field goal at least you have to get the ball between the uprights. The single point failure rule doesn't require any skill except kicking hard, does it? Where the hell is the skill in that? Any soccer player could do that.

Rouge. Old term - originally there were plays that subtracted off the team score. A team could have a negative total - "in the red". They changed that, but the name stuck.
It's not so much a single rule as a philosophy that covers a bunch of situations.
To keep it simple, forget all the out-of-bounds stuff. The division line is the kicking game - the NFL has a dead-ball philosophy and the CFL has a live-ball philosophy.
In the NFL, there's the fair catch on punts and the dead ball on a missed field goal; punts into the end-zone are pretty much automatic (no downside).
In the CFL there's no fair catch and after a punt or an unsuccessful field goal attempt, the ball is live. Punt returns are more challenging - guys can get flattened: the kicking team has to allow 5 yards from the ball but sometimes they 'forget'. On punts into the end-zone and missed field goals, there's more excitement trying to run it out ... or even kicking it back out to avoid 'giving up the point'.
Partly because of the extra point variations, there's more decision-making and more wild finishes. Special-teams play takes on a different dimension in the CFL - 3 downs, live ball, 50% large playing area, more point variations). The CFL is the "anything can happen" league.
If you're switching eyes from the CFL to the NFL, it can look slow and constrained. If you're switching eyes from the NFL to CFL, it can look chaotic and spread out.
