Empty spce is filled with Higgs paticles that have Bose- Condensed, with the Vacuum as a superfluid medium or quantum liquid in particle jargon, or in field jargon empty space is literally a configuration of Higgs field with lowest possible Energy. There may be a stochastic (probabilistic) medium like a superfluid in a turbulent state of motion, somewhat or partly analogous to the CMBR in having deeper properties than just noise.
