The RNA constructs the brain following the description in the genome.
This brain is dynamic. At birth it is full connected and connecting.
The circuitry contains motor program generators. The MPG=92s are capable
of producing all the motor acts of the organism. There is no other
source. Learning consists of the adaptation of these MPG=92s to the
universe met by the organism.

We are given a motor program generator for walking. This MPG can be
adapted to dance. Without a walking MPG, there is nothing to adapt.
There never will be any dancing. Never.
